“Functional cosmetics” is useful label language because it points to a Korean regulatory category. The category tells a shopper what kind of claim is being made and what formal process sits behind it. Individual cosmetic response remains personal.

The Ministry of Food and Drug Safety (MFDS) uses functional cosmetics for cosmetics with functions defined in Korea’s Cosmetics Act. Its English guidance includes products aiding skin whitening, wrinkle improvement and UV protection among the examples. That is precise information. It is also very different from a promise that one product will give every shopper the same result.

Read the category, then the exact claim

Beauty marketing often uses language such as “brightening,” “anti-aging,” “repair” or “clinical.” Those words may help a shopper find a subject, but they do not all point to the same type of Korean regulatory category. “Functional cosmetics” is a useful phrase because the MFDS gives it a defined frame.
